SoundExchange has promoted Colin Rushing to Chief Legal Officer. Based out of Nashville, he will now lead SoundExchange’s business development strategy in addition to overseeing the company’s legal, regulatory, and enforcement initiatives.

Rushing has served as SoundExchange’s Senior Vice President and General Counsel since 2014.

• Warner Music Group has promoted Oana Ruxandra to the position of Chief Digital Officer & EVP of Business Development.

She returned to WMG in 2018 and served as interim Head of Business Development alongside her post as EVP, New Business Channels – Chief Acquisition Officer.

• Warner Music announced that Andy Ma has been promoted to the new role of CEO of Warner Music Greater China.

He will oversee WMG’s operations in Mainland China, Hong Kong, and Taiwan.

• The Skyline Agency acquired the Chicago-based talent agency Strategic Touring.

The acquisition will bolster Skyline’s Contemporary Artists division and Mark Lourie has been promoted to Vice President to head.

Strategic Touring founder Mike Kaiz will join Skyline as an agent in the contemporary division and will bring a roster that includes Henhouse Prowlers, Upstate, Armchair Boogie, Kind Country and Jeremy Garrett.

• Sony/ATV Music Publishing and digital music production marketplace BeatStars have pacted to provide publishing and administration services for BeatStars songwriters, producers, and artists.
